The Project
China State Construction Engineering (Hong Kong) Limited, one of the largest construction contractors in Hong Kong, have been chosen to carry out work on the Hong Kong International Airport (HKIA) Third Runway System (3RS).
With their high-quality management techniques and experience in technically advanced projects, they are one of the contractors involved in the 3RS project. The 3RS project involves reclaimed 650 hectares of land to expand HKIA, with plans for an additional third runway and a new passenger concourse. The airport's overall development plan includes the Airport City Strategy/Vision.
The contract undertaken by China State uses the NEC3 ECC form of contract. thinkproject Hong Kong Limited has been providing contract management solutions relating to this ECC contract, serving China State on this large-scale and complex project.
"CEMAR is proving to be a very useful and effective tool for the successful contract administration of NEC3. CEMAR has reduced administration paperwork and time, and provides auditable communication with improved effective reporting between the Client and Contractor. CEMAR provided very good on-site training and support thereafter, and the system has proven to be very user-friendly."
- Darrel Kingan, Deputy Director, Third Runway Construction Airport Authority of Hong Kong
The Challenges
With unique challenges such as constructing tunnels beneath the MTRC AEL railway line, and ensuring the existing airport continues to run smoothly during the four-year construction period, it is crucial that China State are able to manage their contract administration effectively, with auditable communication and effective reporting.
The Outcome
"CEMAR provides the convenience that the NEC contract requires. It is a user-friendly platform that streamlines the effective and efficient communications between the Project Manager and the Contractor. We are impressed by the continual support from the CEMAR team since the project customisation, and throughout implementation."
